The CBAM report your EU importer needs, prepared for you
For producers in Türkiye and elsewhere outside the EU that sell iron and steel, aluminium, cement, fertilisers or hydrogen to the EU. From 1 February 2027 your buyers buy CBAM certificates for what they imported in 2026, and their first declaration is due on 30 September 2027. Without data from your plant they must use default values with a mark-up. We prepare that data in English, in the form the Commission asks for, so that an EU-accredited verifier can check it and your buyers can declare your actual values.
· Checked against the official EU texts on that date. CBAM rules and guidance change, so check the latest Commission guidance before you rely on a figure.
CBAM certificates go on sale, including those your buyers need for their 2026 imports.
Your buyers’ first CBAM declaration and surrender, covering 2026.
Per installation, excluding VAT: up to 3 goods, with 12 months of Karbonet included.
Why your EU buyer will ask for your data
Your EU buyer declares the emissions embedded in what it imports, either with actual values from your installation or with the Commission’s default values (Article 7(2) of Regulation (EU) 2023/956, as amended by Regulation (EU) 2025/2083). Actual values count only once an accredited verifier has verified them (Article 8). Default values need no verification, but for iron and steel, aluminium, cement and hydrogen they carry a mark-up of 10 % in 2026, 20 % in 2027 and 30 % from 2028 (fertilisers: 1 %).
All else being equal, each tonne of CO₂e less on the declaration is one certificate less. The higher the value your buyer has to declare for your goods, the more each tonne you sell costs it, and buyers compare suppliers on that.
| Default value | Actual value (assumed) | |
|---|---|---|
| Specific embedded emissions | 2.310 tCO₂e/t + 10 % ≈ 2.541 | 0.30 tCO₂e/t, our assumption for a scrap-based electric arc furnace |
| CBAM benchmark | 1.364 (route C, blast furnace) | 0.066 (route E, scrap-based electric arc furnace, used as a proxy) |
| Certificates per tonne | ≈ 1.211 | ≈ 0.236 |
| Cost per tonne for your buyer | ≈ €100 | ≈ €19 |
On 10,000 tonnes a year that is a difference of about €0.8 million for your buyer. On default values the cost per tonne rises to about €122 in 2027 and €146 in 2028 at the same price, as the mark-up grows and the free allocation falls. The assumptions matter: 0.30 tCO₂e/t is not a measured value; with actual data the free allocation adjustment uses the process benchmarks of Implementing Regulation (EU) 2025/2620, so the route E benchmark is only a proxy; and one price is applied to the whole year. Your plant’s figures can be higher or lower. Try your own numbers in the CBAM calculator.
What your buyer needs from you
To declare your actual values, your buyer needs the following for each installation (Article 10 and Annex IV of Implementing Regulation (EU) 2025/2547, and the Commission’s Guidance No. 2 for operators outside the EU):
- an operator’s emissions report with at least the content of the Commission’s template, in English; Guidance No. 2 calls the template mandatory;
- for your verifier, a monitoring plan in English that describes how the installation’s emissions are monitored;
- specific embedded emissions per good (per CN code), in tCO₂e per tonne;
- the production route of each good, for example scrap-based electric arc furnace, or blast furnace and basic oxygen furnace;
- precursors: what you buy in, such as billets or clinker, with the installation and country it comes from and its embedded emissions;
- electricity: quantities, sources and emission factors; for cement and fertilisers the indirect emissions count as well;
- any carbon price effectively paid in the country of origin, with evidence;
- and a positive verification report from an EU-accredited verifier, without which the actual values cannot be used.
The data covers the calendar year of production, from 2026 onwards. Each item is explained in CBAM for Turkish exporters.
What we prepare
With the CBAM Report Pack we prepare, for one installation and up to 3 CN goods, from your 2026 data:
- A monitoring plan in English: installation boundaries, processes and production routes, source streams, measurement methods and data flows.
- Embedded emissions per good: direct emissions, indirect emissions where they count (cement and fertilisers) and the embedded emissions of precursors, calculated with the methods of Implementing Regulation (EU) 2025/2547.
- The operator’s emissions report in English, with the content of the Commission’s template (Annex IV to Implementing Regulation (EU) 2025/2547): first for your verifier, then for your buyers or the CBAM Registry.
- A default-versus-actual sheet for each EU buyer: what your data could change in its certificate cost, with the assumptions shown.
- 12 months of Karbonet for the installations in your order: installations, goods and yearly data in one place, reports to share with every buyer and a read-only link for your verifier. After that, continue on a paid plan or the account becomes read-only.
Delivery: 15 business days after we have your complete data. We work with your team in Turkish or English; the documents for the verifier are in English.
2026 data is complete only after the year ends: if you order in 2026, we start with the monitoring plan and your data templates, and the report follows within 15 business days of your full-year data (usually from February 2027).
What you provide
For each installation, for calendar year 2026:
- production per good (CN code), in tonnes;
- fuel and material consumption: natural gas, coal, coke, electrodes, scrap, limestone or other inputs, with invoices, weighbridge records or meter readings;
- electricity: bills and supply contracts, including any direct supply or power purchase agreement;
- precursor sources: what you buy in, from which supplier, installation and country, and any emissions data your suppliers can give;
- carbon price evidence, if you paid a carbon price on these emissions;
- a contact at the plant who knows the process, for our questions and for the verifier’s site visit.
At kickoff we send you a data list for your plant. The delivery time runs from the day the data is complete.
Verification: what we do, and what only a verifier can do
Your buyer can declare your actual values only after a verifier accredited for CBAM has verified them. This is how the work is split:
- Who verifies: a verifier accredited for CBAM by a national accreditation body in the EU or EEA. TÜRKAK accreditation for the Turkish ETS does not on its own cover CBAM. In the Commission’s state of play of 21 October 2026, seven EU accreditation bodies accept applicants from outside the EU, and one of them, the Dutch RvA, has an agreement with TÜRKAK.
- The first site visit is physical. In the first year the verifier visits your installation in person. Later, simple installations without significant changes may in some years have a virtual visit or none.
- Timing: verifiers can register in the CBAM Registry from 1 September 2026, and the Commission expects the first verification reports from January 2027. Your buyer needs the report before its declaration of 30 September 2027, which is why the Commission advises booking a verifier early.
- Our part: we prepare the monitoring plan, the calculations and the operator’s emissions report the verifier works from. With the verification support add-on we also check the data against the 5 % materiality level before the verifier sees it (Implementing Regulation (EU) 2025/2546), help you choose a verifier, prepare the site visit with you and answer the verifier’s findings until it issues its report.
- The verifier’s fee is agreed with the verifier and paid to the verifier. It is not part of our prices.
The Commission’s Q&A warns importers that if anyone other than the installation operator offers them a verification report, such an offer is likely a scam. We work for you, the operator: the report goes from you and your verifier to your buyers.

Verification support (add-on)
A check of the data against the 5 % materiality level before the verifier sees it, help choosing an EU-accredited verifier, site-visit preparation and answers to the verifier’s findings until its report is issued. The verifier’s own fee is paid to the verifier.
Annual update
The next year’s data, operator’s emissions report and buyer sheets.
- In Türkiye you buy from ZincirX Bilişim Teknoloji ve Danışmanlık A.Ş. and pay in Turkish lira at the CBRT (TCMB) exchange rate, plus 20 % KDV. Elsewhere you buy from ZincirX Inc. and pay in euro.
- Payment is 100 % upfront by invoice: bank transfer in Türkiye, an online invoice through Stripe elsewhere.
- The verifier’s fee is not included: you agree it with the verifier and pay the verifier directly.
- We cannot promise a saving. What your buyer pays depends on your measured emissions, the verifier’s report, how much it imports and the certificate price.
How ordering works
- Free check: send us your goods, CN codes and EU buyers through the contact form. Within 2 business days you get the default-versus-actual estimate and a 20-minute call.
- Offer: we send a written offer for your installations and goods, with the delivery date.
- Invoice: you pay 100 % upfront, by bank transfer in Türkiye or by online invoice elsewhere. Paying the invoice accepts the service terms.
- Kickoff: we send the data list for your plant and agree the plan with your team.
- Delivery: 15 business days after your data is complete you receive the monitoring plan, the emissions per good, the operator’s emissions report and the buyer sheets, together with your Karbonet access. If you order in 2026, the report follows within 15 business days of your full-year data (usually from February 2027); the monitoring plan and data templates come first.
You can cancel your order with a full refund until the kickoff call (service terms, clause 9).
Places are limited: we take on at most 5 new installations a month, so that each one gets the engineering time it needs.
